Take another look at the pump. If the pump rotates clockwise, the lower pump sucks water from the bottom of the wash basin and forces it out from the drain hose, and the upper pump tries to suck air from the top of the wash basin and force it back through the bottom, so that the water is not recycled.

If the pump is rotating counterclockwise, the upper pump sucks water from the bottom of the sump and pumps it back to the top, and the lower pump tries to pump water from the drain hose to the bottom of the sump. There is actually very little water in the drain hose, but the pump does not have the ability to push much of it into the sump.

Take another look at the drain hose in the image above - notice how it turns all the way to the top of the appliance before it heads down toward the drain. Since one end of the hose is connected to the bottom of the sump and the other is open to the atmosphere, the water level inside the drain hose will be the same as the level inside the sump. If the drain hose does not move to the top of the machine, the sump will not be completely filled. Once the water reaches the bend of the hose, it comes out of the drain.

There are also times when the pump does not spin at all. The washing machine only expels the water in the tub without recycling it. In this case, the pump is connected to the engine by means of a clutch.

Flexible clutch and coupling
In this picture, you can see the flexible connection that connects the clutch to the pump. The coupling is needed because the motor and clutch are attached to the frame, and they can move freely with the inner sump, while the pump is installed on the fixed outer sump.

In the lower part of the clutch there is a set of four teeth. When the electromagnet works, it raises its arm to these teeth, preventing them from rotating. Once the teeth stop, the clutch begins to engage. After two turns, it is locked to the motor shaft and the pump begins to rotate with the motor.
